Christine Flamand, Jean-Baptiste Farcy and Sylvie Saroléa participated in the PALIM project (ENABEL). Over two years, this pilot project initiated by the European Union, the International Centre for Migration Policy Development (ICMPD) and the Belgian Development Agency Enabel tested an innovative migration model linking the development of the ICT sector in Morocco to the shortage of qualified IT professionals in Flanders. This model, "Global Skills Partnership", considers that labour mobility is indeed beneficial for all parties only if potential employees can find a qualified job in their country of origin and in the country of destination.
