This master is a joint programme, organized within the European University Alliance Circle U.

How are decisions made in the European Union? What challenges do European democracies face today, from climate change to economic inequalities and migration? This Circle U. Joint Master in European Public Governance equips students with the critical tools to analyze and influence governance in Europe through an interdisciplinary and international perspective.

A truly international experience

This two-year master’s programme is jointly offered by three leading European universities:

• Université catholique de Louvain (UCLouvain) – Brussels, Belgium
• HU Berlin: « Global and European Transformations (GET MA) »
• Unipi: « Laurea Magistrale in Unione Europea, processi globali e sostenibilità dello sviluppo »

Students will gain first-hand experience in different national and institutional contexts, broadening both their expertise and professional networks. By combining political science, law, history, and economics, this programme equips students with analytical, legal, and economic reasoning skills essential for shaping policies and driving positive change. 

Programme structure and mobility

Tuition fees and administrative costs : For the duration of their master’s studies, students will pay tuition fees at the university to which they have successfully applied. All students will start the programme at UCLouvain. 
During their mobility periods, they will also be enrolled at the other universities where they may be required to pay administrative fees.

Application procedure

Candidates may apply via UCLouvain or Università di Pisa. Selection is based on academic excellence, motivation, and language proficiency (minimum C1 level in English). Required documents include :

• A one-page cover letter outlining career ambitions
• A detailed CV (without a passport photo)
• A transcript of grades from completed higher education
• Proof of foreign language proficiency
